Hier eine kleine Intro. auf Englisch:
Conflict is regarded as an inevitable aspect of human life. When allowed to become violent or war, it devastates lives, properties, and infrastructure; and diverts developmental resources to war fighting. Humanity in order to prevent war, or control it, if it inevitably breaks out, has established mechanisms such as Peace Support Operations. Peace Support Operations in themselves do not resolve conflicts. Rather, they provide the enabling atmosphere for negotiations to take place so that the root causes of the conflict can be removed and peace and social harmony restored. It is in these negotiations that diplomats are not their best in their role, as well as in influencing and executing the foreign policy of their nations
This modest piece examines the role of diplomats in foreign policy, and conflict prevention, management and resolution, highlighting the challenges that confront them, with particular reference to Henry Kissinger of the United States.
